I looked at some data on the CoH forums, and the recommended slotting for powers that are currently 1 ACC, 5 DMG is 1 ACC, 3 DMG, 1 EndRedux, 1 RechRedux.
The 3rd damage SO yields only 80% of it's true value, the 4-6th only add 5% each.  The end reduction will soften the blow of stamina, and the recharge reduction will help deal with hasten's issues.

If you have a defense power, I'm guessing that it would make sense to knock it down to 5 slots and put in 3 defbuf/res and then 2 endredux.  A power like Granite can take 3 res 2 defbuf and one endredux.  That gets you the same amount of defense, and most of the resistance it had before ED.

As far as stone defense goes, I think the power that will be hurt the most is rooted.  6 slots gives you 200% regen (if i have my numbers right).  This now drops significantly.  Pre-ED you could fill your health bar in 55 seconds.

Stamina being reduced probably doesn't hurt that much, but perma-hasten will.  It will probably be better to take the 5 slots spent on Hasten and move them into powers you want to recharge faster.  Hasten is now a situational use power only.
