Can I use PRE attacks like "taunt" to pull "Aggro" from on character to another? If so, how much would I need to beat the other persons EGO/PRE by +10 or would it be easier like = EGO/PRE?

Presence Attacks as presented in the rule book do not exist in my game.  If you want to try and do something to intimidate another character, it will probably be a presence roll, either contested against their Ego or Pre - and the result will depend on what I think it reasonable.
