If you want wings, you need a whole new character (they're getting their own AT / class) - like scrapper, defender, tanker, wings, like that. Eeeventually, "someday" you'll be able to throw wings onto any character, too much animation headaches for it to make it into Update 3.
Which brings us to...
Looks like this Wings AT will be one of the coming Epic ATs. Not much official yet (enough to say they're doing 'em though). So most people / rumors / whatever look like you'll need to hit level 50 (or 40 maybe?) at which point you can start a new character, one of the new epic ATs, like this wings one, or another one. Dunno if it's 1:1, or just once you have a 50, as many as you want, who knows. They could of course change things by patch 3 anyway...
These new Epic ATs apparently are going to have ALL, COMPLETELY NEW powers and powersets.
