Um, yeah. So Icon Outfitters (or whatever) is in the waaaaaaaay NW corner of Steel Canyon. You have to be level 20 to do anything in there. If you can't find it, just look for the place with zillions of heroes standing around, likely dancing, waiting for Tsoo.
Yeah so make sure you have an open mission slot (as in no more than 2 missions taken) when / if you go, and talk to the main guy who'll give you a mission to beat up 30 Tsoo. Yeah, um... that's where all the heroes standing outside come in. Cuz, as you should all know by now from reading some of my previous stories, Tsoo tend to ambush ppl, in large groups, with minions that hold you while the flying Lieutenants beat the SHIT out of you, and the sorcerers teleport around healing everyone you're fighting / fleeing and lowering your range and accuracy. Goddamn I hate Tsoo.
Yeah so this is an ambush mission, and so basically you walk outside and all the other heroes are ready to help your ass out. It took them like a full five minutes to come, I announced I'd just gotten the mission and I'd like help, and everyone (like 9 people) ran up and buffed us and we were ready, and it was fun and kewl and, best of all, I didn't die. If you don't want help (cuz you're infuckingsane, or maybe a tanker?) then I'd suggest leaving the area, cuz if you get ambushed right in front of the store everyone's going to join in.
Once you've nailed 30 of 'em, you can spend thousands (tens of thousands!) for your new costume!!
