I think i'm going to buy the costume pack. I'll have to see about the jump pack.
The NCSoft development team uses the monthly subscription revenue to run the game (paying for bandwidth, etc), but they use the money from the development packs to fund further expansions like this one. They've been able to add more developers to the team because of the valentine's day costume pack.
Aside from that, I'm disappointed that I won't be able to use the mission creator to make farming maps. But that said, I think i'll still take advantage of it (either in consuming user created content, or in creating my own).
The day jobs thing sounds cool, and I'll need to look through the list to determine what my characters should be doing in their spare time. If there is a barfly day job for Groundhog, i'm sold.

On Tuesday December 2nd, starting at 6:00 AM CST - 11:00 AM CST all US, European, and testing shards for City of Heroes will be brought down for maintenance and the publish of Issue 13: Power & Responsibility.
We expect the downtime to last the entire 5 hours but please allow for early release or an extension as we deem appropriate.
