I was playing last night. Rolled up the 4 star, small system map and went at it. The caps are good, the frigates are good. If you can research the fleet cap increase you get up to 15% more for a pair of 1 time investments. Then you get to the Phase Stabilzers.

Move from any PS to any other PS? Counts as one jump. You're the IT of the SSE game. Also, when you get Returning Armada you mostly max out your fleet cap every 6 minutes.
