Two characters in the game generate Disquiet - Victor and Machico.  The nature of their Disquiet is different but in both cases it is always present when they are not in their own special areas in the Sanctum.  I am not making people roll to overcome this Disquiet, more or less since that would be a ridiculous easy roll (1-2 dice vs. your resolve + composure).  Overcoming Disquiet does not mean it goes away, it simply means you can opt not to act on it.  Disquiet effects everyone from a 10,000 year old vampire to that dude who gives you your fries at Mickey-D's.  That is why it generates social penalties.  It is also why Prometheans are solidly disliked everywhere they go.  They do not simply generate those vibes in reference to themselves, either - they bring them out period.  Specifically, their Disquiet generates the following vibes:

1) Machico - people (men and women) are attracted to Machico in a bad way.  Her presence tends to accentuate the stalker vibe in everybody - all of the dark, grimy and ugly attraction that you don't want to admit you have - all of the desperate, gut wrenching infatuations.  Not just for her either - but her very presence tends to sour how you would feel for others as well.  It is very hard to feel romantic in Machico's presence.

2) Victor - Victor tends to make you feel jumpy, creeped out, and on-edge.  Specifically, he tends to make those around him more prone to coming to the conclusion that supernatural horror abounds.  Obviously, as problematic as this for a group of people that fight supernatural horror, it is a far worse emotion to generate in human beings that might otherwise be willing to overlook, say... how wierd Toby looks.
