My investigative results for the Twin Towers incident are still very preliminary.  At this point we have focused on the state of affairs in NYC proper and have spent less time investigated the causes of the incident.  We are still actively working with Mr. Colton and Project Pentacle to ascertain which organizations living abroad could have been responsible, but their initial findings conclude that the terrorist were sleepers and were not the direct pawn of any arcane agency.  I am not sure I am willing to dismiss the possibility completely at this time that they are incorrect.  I would like to request that we begin performing operations to validate these findings, although it would involve stretching our operational mandate to include OCONUS (Outside Continental United States) investigations.

In terms of the state of affairs, in NY, several things are dangerous or disturbing:

1) Vampire Politics - with the disruption in the local government (mostly being within the Trade Center), the Vampiric balance of power seems to be off-kilter.  Three forces exist in conflict: a rebel faction lead by a usurper, the loyalist faction in exile, and a second rebel faction that seems to be interested in taking advantage of the relative weakness of the other two.

The usurper faction is lead by a vampire that calls himself "Archbishop Luciano" and considers himself the local religious leader.  His vampire faction, called the "Lancea Sanctum" appears to be a sort of radical Catholic/Vampiric offshoot that supports the concept that Longuinus is the first of their kind.  I know we have encountered these guys before, but I am unclear as to details.  Task: request additional research on faction.  They are in clear control of Manhattan now.

The loyalist faction is lead by a Dutch vampire "Prince" called Hendricks.  We have had minor dealings with Prince Hendricks in the past.  He is a depraved sensualist, but has proven himself a responsible and capable leader of the undead in the region.  Preliminary research shows evidence that he has ruled NYC for at least the last century unbroken.  He refers to his faction as the "Invictus" - a political organization that claims its roots in Ancient Rome, and is known, much like the Sanctum, to be at least national in scope.  They have retreated and fortified their claim to Staten Island and Brooklyn.

We have not been able to get a name for the leader of the third faction, but their nation is revered to as the "Movement."  They appear to be utopian anarchists, promoting equality between man and vampire.  Nevertheless, their tactics have been the most violent of the three, and they have strong ties with the Latin Kings (note: largest street gang in NYC), the local Blood and Crip representatives and several major NY crime bosses.  The Movement is in full control of the Bronx, Queens, and some parts of Harlem.

2) Other Races - Both the Werewolves and Mages that are present in the area have ducked the vampire fight and appear to be in hiding until the hostilities clear and the tensions that the terror attack caused have ebbed and least somewhat.

3) Shadow Realm/Ghosts - the most disturbing side-effect of the Towers falling, from what I can see, is not the obvious warfare, but the lack of effect it has had on the Shadow Realm.  The spirit of the Towers, only partially awake previously, has apparently disappeared rather than the more obvious effect (it becoming stronger in the presence of all of the attention).  If I didn't know how ridiculous this is, I would swear another entity swallowed it - but such a spirit would have to be both larger then anything I am aware of in the area, and would be obvious enough to be easily found.  Maybe one of the Malejin (note: one of the Incarna of Sin in the world - very large, very malevolent spirits)?  What's stranger yet - there is not a single member of the Restless Dead that was generated out of the incident, which is highly counterlogical considering the violent nature of the tragedy.

Recommendations: I would recommend maintaining an extremely low profile and continuing to watch the situation.  We do not have the manpower to interfere with the vampiric conflict, and any overt action will probably be misinterpreted as originating from one or the other faction.  I would highly discourage sending any additional units into the area right now - my Riders suffice and are expert in maintaining a suitably low profile.

OOC - So if I have a question about a report, can I ask it here?  Like I'm looking for a better definition of "restless dead," (I'm sure one of you could go on about it, it's just an example).  So would I ask an NPC offline face to face w/ mr. storyteller or could I pose it here and get a response from some sort of FBAA guy?

Either way can I request (to whom I'm not sure) the usual breakup of OOC and IC boards at least?  Smiley

I agree - split would be good.

Feel free to respond to any IC post here IC - assume that in this case, the report is being broadcast on some sort of FBAA net and that you can respond in kind.  If you have a direct question for Ravensblood and want to e-mail him, email me.
